HOUSE URGES INEC TO CREATE ADDITIONAL STATE CONSTITUENCIES IN NDOKWA/UKWUANI OF DELTA STATE

On Tuesday, 1st July, 2025, the House of Representatives adopted a motion moved by Hon. Nnamdi Ezechi, Member representing Ndokwa/Ukwuani Federal Constituency, seeking the creation of additional State Constituencies from Ndokwa East, Ndokwa West, and Ukwuani Local Government Areas of Delta State.

Presenting the motion, Hon. Ezechi drew the House’s attention to Section 112 of the 1999 Constitution (as amended), which mandates the Independent National Electoral Commission (INEC) to divide every state into a number of State Constituencies equal to three or four times the number of Federal Constituencies. He noted that Delta State, with 10 federal constituencies, currently has 29 State Constituencies, instead of the constitutional requirement of 30 or more.

Hon. Ezechi recalled that Ndokwa East LGA had previously been delineated into Constituency I and II during the Third Republic, but this was reversed due to population concerns at the time. However, he noted that recent INEC election figures and population growth now justify restoring and expanding the representation, as Ndokwa East, Ndokwa West, and Ukwuani LGAs have experienced significant demographic increases.

He urged that continued underrepresentation in the Delta State House of Assembly undermines equitable resource distribution and effective governance, noting that these areas contribute meaningfully to the state's development.

Following robust consideration, the House resolved to:

1. Urge the Independent National Electoral Commission (INEC) to:

Immediately review and implement the delineation of additional State Constituencies from Ndokwa East, Ndokwa West, and Ukwuani LGAs in line with Section 112 of the Constitution.

Conduct a comprehensive population and voter registration audit in the affected areas to support accurate delineation and fair representation.

2. Mandate the House Committee on Electoral Matters to engage with INEC and other relevant bodies to ensure timely implementation of the delineation process.

3. Mandate the Committees on Electoral Matters and Legislative Compliance to ensure compliance with this resolution and report back to the House within four (4) weeks for further legislative action.

The motion marks a critical step toward advancing representation, equity, and responsive governance in Ndokwa/Ukwuani federal constituency and aligns with the Constitution’s framework for democratic fairness.
